During the summer of 2007 the Board of Directors (BOD or Board) of Disabled in State Service (DISS) established a Business Review Committee (BRC) and charged it with responsibility for coming up with recommendations for reforming and reinvigorating the organization. In a subsequent meeting the BOD expanded its request by asking the committee (chaired by then Vice President Les Treece-Sinclair) to also come up with a work plan for implementing its recommendations. Following is the Work Plan adopted at the September 5 Board Meeting. It includes the BRC Recommendations and many of the current DISS activities. The remaining 2007-08 activities will be included by November 31.
Key BRC action recommendations are shown in bold. Individuals and groups assigned responsibility for the accomplishment of each key element (the "Who") are shown in brackets [ ].
Action -- Develop implementation plan for 15 approved BRC recommendations. Implementation Dates -- 7/12 - 9/05/07 Key Elements -- BRC meets and develops draft. Submits the plan to the August Board meeting. [Les and the members of the BRC.] Budget -- None required. Status -- Plan developed and outlined here.
Action -- Adopt new duty statements for officers of the organization. Implementation Dates -- 7/11 - 12/31/07 Key Elements -- 1) Board reviews draft proposal, amends as necessary, and approves. [Board] 2) Proposal is prepared in file format. [Les] 3) Incorporate approved duty statements into the bylaws. [Ralph] Budget -- None required. Status -- New duty statements adopted by the Board.
Action -- Enhance the organization's financial reports. Implementation Dates -- 7/11 - 10/31/07 Key Elements -- 1) Treasurer develops draft of enhanced format. [Carolyn] 2) Draft reviewed, amended as needed, and finalized. [Carolyn and the Board] Budget -- None required. Status -- Awaiting final amendments and approvals.
Action -- Include a description of DISS in the State Employees' United Way campaign booklet of available donation recipients. Implementation Dates -- 7/11/07 - 6/30/08 Key Elements -- 1) Information on the procedures required obtained and reviewed. [Carolyn] 2) Execute/follow the procedures. [Carolyn and the BRC] Budget -- None required. Status -- Information regarding the process obtained, reviewed, and understood. Now waiting for the new cycle whereby organizations to be included in the booklet are reviewed and approved to begin; expected to be sometime in February 2008.
Action -- Solicit member input on (a) key recommendations (expand the number of Board members, change the name of DISS, and expand the number and type of membership categories), (b) interest in serving on the Board, and (c) interest in serving on new committees. Implementation Dates -- 8/09 - 11/8/07 Key Elements -- 1) Prepare notice to members. [BRC] 2) Send the notice to members via mail, e-mail, and publication on the organizations two websites. [Correspondence and Recording Secretaries] 3) Review responses received. [BRC] 4) Submit results to the board at the November 8 Board meeting. [BRC] Budget -- (1) Small amount of funds required for postage and mailing and (2) $75-$100 for publishing announcement on www.DISSOnline.net. Status -- Notices mailed and published. Feedback due October 26 or in person November 8.
Action -- Vice President to develop annual work plan for the organization. Implementation Dates -- 8/01 -11/30/07 Key Elements -- 1) Create a process for developing a work plan and prepare a draft. [Les] 2) Review, amend as necessary, and approve the plan. [BOD] Budget -- None required. Status -- Done.
Action -- Develop an overview document on the status of persons with disabilities in state government. Implementation Dates -- 8/16 - 12/15/07 Key Elements -- 1) Create a work group and appoint its chairperson. [BOD/President] 2) Identify data needed. [Workgroup] 3) Arrange necessary meetings and compile collected information and data. [Workgroup] 4) Prepare draft report. [Workgroup] 5) Submit report to BOD for review, incorporation of possible amendments, and approval. [Workgroup] 6) Publish and distribute the document. [Workgroup and website coordinators] Budget -- To be determined. Status -- To be done.
