several meetings of the ACSED 2010 Advancing Inclusion Training Symposium Workgroup.
The Governor's Comm and State Recruiters Roundtable have joined SPB, DOR, CHIIP,
APSEA, EDD, SDAC and FTB [who will host the event at their facilities] as co-sponsors.Five workgroups are now working on key areas,
e.g., budget, accommodations, program, etc.Considering moving event from May 26 to June 30 to avoid conflict
with advocacy event at State Capitol.
2.Attended
State as a Model Employer Mtg [DOR, SPB, CHIIP and DHCS] to review and
prioritize the State as a Model Employer Action Plan and to discuss on-line disability
training program for State managers.
3.Met with Suzie
Ambrose, SPB, and Tony Sauer, DOR, to discuss six missing key items from the
State as a Model Employer Action Plan and getting them back in the document. They agreed to put the six items back in
the Plan.
4.Attended
meeting of the ADA 20th Anniversary Celebration Committee. ACSED has posted information about the ADA
event and a link to it on its website. ACSED has also set up a PayPal Account
to receive donations for the ADA event.
5.Attended
February meeting of the Statewide Disability Advisory Council [SDAC] to discuss
ACSED Symposium and identify possible presenters.
6.The AB
1643 LTC Study Group has received a draft review of CALPERS data by the UC
Berkeley researchers that gives an initial picture of how claims relate to underwriting
criteria.Still awaiting word from
San Diego State re ACSED Contract with CHIIP for part-time contractor to work
on LTC study.
7.Board
approved change to ACSED Bylaws to establish organizational members.

1.Held several

2.ACSED made a
presentation to the State Recruiters Roundtable on current activities and becoming
a Symposium co-sponsor [the Roundtable indicated it should reach a decision on
this next week].
3.Paperwork has
been submitted to CHIIP to initiate funding of one part time ACSED consultant
to assist with AB 1643 Long Term Care study.
4.Gov's Comm was
to consider recommendation to include bona fide State employee organization [i.e.,
ACSED] in the membership provisions of their Operating Procedures document
[Gov's Comm requested suggested changes] at Jan 14 quarterly meeting.Action postponed at present time.
5.Suzie Ambrose,
SPB, & Tony Sauer, DOR, agreed to meet with ACSED on 2-01 to discuss six
missing items from the State as a Model Employer Action Plan. [Mtg went well,
details next Quicknews]
6.Attended

Planning and Development [OSHPD], the number one employer of persons with
disabilities for 2009, and the Department of Pesticide Regulation.
8.Held an
afterwork social gathering of ACSED Board Members and liaisons from agencies
and other organizations at Original Pete's.

1.Held one

2.CHIIP approved
ACSED proposal to fund two part time consultants to be employed by ACSED to
assist with AB 1643 Long Term Care study. Key documents [consultant agreement
and statement of work] developed and submitted to CHIIP.
3.Gov's Comm will
consider recommendation to include bona fide State employee organization [i.e.,
ACSED] in the membership provisions of their Operating Procedures document
[Gov's Comm requested suggested changes] at Jan 14 quarterly meeting.
4.Reviewed
Action Plan of the State as a Model Employer which was released by SPB and DOR
11-24.Review showed more than a
dozen recommendations which were to be included have been left out.Wrote to Suzie Ambrose, SPB, and Tony
Sauer, DOR, to request a meeting to discuss importance of missing items [6 in
particular] and how to get them back in Action Plan.
5.Attended one
meeting of the ADA 20th Anniversary Celebration Committee. Provided
IRS non-profit information [on ACSED which is serving as event banker]. ADA
Committee requested ACSED to post event information on its website. ACSED
awaiting receipt of ADA material to make determination.ACSED conveyed name of Kevin Horn, Mgr,
Ability Cntr [formerly Deluxe Trucking], to ADA Comm as possible event
supporter.
6.Received
letter from Governor acknowledging ACSED letter re 15 State departments being
named ACES Employers for 2009. He indicated his continued support for
disability employment efforts.

NAMES TOP STATE EMPLOYERS FOR 2009
The
Association of California State Employees with Disabilities [ACSED] is pleased
to name the fifteen top employers of persons with disabilities [PWDs] in State
service and to designate them as Employment "ACES" for 2009.
"ACES" is
ACSED's designation for those State agencies that have demonstrated exemplary support for the employment and
equitable treatment of persons with disabilities [PWDs] and that they value
PWDs as employees.
For the 2009
"ACES" program, State departments were evaluated on their disability
representation and promotion rates as of June 30, 2009 [using SPB Reports 5102 and
5112].This identified fifteen
departments with the highest disability representation AND a promotion rate for
PWDs of at least 80 percent [a] of their proportion of the department's work
force.These two elements were then
ranked, combined, and averaged to determine the department's final standing in
the top 15.The agencies and departments
recognized below are ranked in order of their level of success in hiring and
promoting PWDs.
