Legislative Report - 2009 Final Legislative Outcomes

October 2009

1.   AB 1269 (Brownley). Medi-Cal 250% Working Disabled Program.  AB 1269 will improve the program by allowing enrollees save all their earned income with no limits or cap, allow them 26 weeks in-between jobs to stay in the program until they find the next job, and stay in the program at retirement when their Social Security disability insurance becomes Social Security retirement income. The bill also makes changes in the way the program's monthly premiums are calculated, as 1% of countable income with a minimum of $20 and maximum of $250 per month.

Status: Passed by Legislature and signed into law by Governor as Chapter 282.

Position: Support. Letter sent.

2.   AB1213 (Skinner). Governor's Committee membership, add superintendent of public instruction. There is also a list of suggested amendments, none of which is yet in the bill itself, from discussion at the Governor's Committee, including several proposals from ACSED.

Status: Passed by Assembly with Republican votes, in Senate Labor and Industrial Relations committee. The author intends this to be a two-year bill, meaning that it will be taken up again for action in January, and any amendments would be written into the bill then.

Position: Support.
