About the Speaker: With over 40 years of experience in business and public administration, most recently as the Former Director, of the Department of Rehabilitation, Joe led a diverse executive team, managing nearly 2,000 staff and a $576 million budget, serving 190,000 consumers through various programs. Together, leadership and staff work to advance the department’s vision, mission, goals, policies, and address complex and sensitive issues facing the department.

Additionally, Joe dedicated many years to advocacy and community organizations. As an immigrant and blind individual, he possesses a deep understanding of the challenges and opportunities available to individuals with disabilities and the services required to maximize their potential. Throughout his career, he has continuously challenged societal norms and championed equity for all, giving voice to individuals with disabilities, including those with non-visible disabilities, youth, and adults. His executive career has also included numerous speaking and presenting engagements at leadership academies, conferences, and various forums.
